This is a turnip peck, a tool used for pulling up turnip roots after sheep have fed on them. It was made and used in Leicestershire.

MERL 'Catalogue index' card – 'This Leicestershire turnip peck consists of two iron tines each measuring 3 inches set at right angles to a wooden handle. The tines of the peck are set 2 inches apart and only 12 inches of the original handle remain. // see 51/233M.
