This is a measuring hook used in forestry. It has a long wooden handle, with an iron blade with two small curved hooks at the end. Part of the Sharp collection.

The Sharp Collection of agricultural and dairying equipment was compiled by Reverend C. J. Sharp at Wonersh, Surrey.
