This excise mark anvil was used in Windsor for punching official marks onto pewter mugs, to show that they had been tested by the Weights & Measures officer. It may date from the late-nineteenth century, although Windsor was known to have acquired a new set of weights and measures in 1828, and they were in constant used until c. 1937.

Letter, F. M. Underhill to J. W. Y. Higgs, 27 February 1957 - 'We have at Windsor an old sand-blasting machine which was formerly used for engraving the crown on glass beer-mugs etc. after they had been tested by the Weights & Measures officer. This machine stands about 5 feet high, and consists mainly of an iron cylinder about 15"-18" in diameter. One pulley wheel bears the name J. Holcroft & Sons. I should say it was 50 to 80 years old, it might even be older, because Windsor acquired a new set of Weights & Measures in 1828 and until about 20 years ago these were in constant use for testing purposes. With the machine are two special anvils, used for punching the official mark on pewter mugs etc.'
