This is a drawknife, also called a 'draw shave', a tool used for shaping wood. This drawknife was used by a wheelwright in Braishfield, Hampshire. Wheelwrights used drawknives to shape spokes. The blade is stamped 'H. J. Bown' and 'MARPLES', the latter referring to the maker.
