This is a bevel, a tool used for testing and setting out work-pieces to particular angles. It is made of wood and has a hinged arm. The bevel belonged to Mr W. W. Field, a wheelwright in Winson, Gloucestershire. Mr Field retired circa 1960 and the business closed.
