Cup bells were usually made of brass or bell metal and casts in sets, numbered accordingly. This bell is made of brass and is numbered '12'. Bells helped shepherds to locate their sheep.

MERL 'Catalogue index' card – 'This cup bell is made of brass and is number 12 of a set.
