The Central Rights of Way Committee was formed to monitor definitive map procedures. This aim developed into promoting and protecting public rights of way in England and Wales, with the committee as a forum for discussion. Membership of the committee was representatives from national organisations that themselves represented non-motorised users of public rights of way. They included the British Horse Society, Byways and Bridleways Trust, Camping and Caravanning Club, Cyclists' Touring Club, National Association of Local Councils, Open Spaces Society, Ramblers' Association, Youth Hostels Association and British Driving Association. The Committee was wound up in 1998.
