This Dutch bell, made by Hank Dystric, is probably for a peregrine 'tercel', a male falcon. It would have been attached to the falcon's leg by means of a leather stap, known as a 'bewit'. The earliest accounts of falconry, the art of hunting prey using trained birds, date back to 2000 BC.
