This is a bull leader, a tool designed to lead a bull by placing a pair of clamps onto his nostrils. The iron clamps, which could be opened or closed by a hinge and held in place by a clip, were attached to a length of chain. The origin of this bull leader is unknown.

These iron clamps which could be opened or closed by a hinge and held in place by a clip, were attached to a length of chain. These may still be found in use today and may be bought in shops. // This set, whose origin is unknown consists of a pair of oval clamps, attached to the end of a hinged rod. Sliding along this rod is an iron clip, which on being pushed down to the head causes the hinge to be locked and the clamp to be securely fixed to the bull's nostrils. The leader itself is 12 inches in length. Attached to a ring at the read end is a chain 51.6 inches in total length when fully stretched.'
