This is a horse gag, also known as a 'farrier's gag', a veterinary tool for the aid of administering medicine to horses. It was used by the donor at Cowling Hill Farm, Yorkshire, in conjunction with a balling gun (61/209). It was made by a local blacksmith in the Bedale area of Yorkshire.
