Hydrometers are instruments for measuring the specific gravity of liquds at a specific temperature. They can also be called 'lactometers', which are hydrometers used specifically for milk. This hydrometer is part of a collection acquired from the University of Reading's Department of Food Science Processing Laboratories. It has a double bulb, with liquid mercury in the bottom bulb. It has a scale marked 'W 1 2 3 M'. This was referred to in the Dairy Supply Catalogue as a Lactometer, and it wasn't considered very accurate.
